Setting a gold standard benchmark for economic zones in Pakistan

Surbana Jurong Infrastructure Pte Ltd (SJIPL) recently won its first Industrial Park project in Pakistan. The Karachi Industrial Park is developed and funded by Pakistan Industrial Development Corporation (PIDC), a government-owned company under the administrative control of Federal Ministry of Industries & Production.  

PIDC intends to develop an international standard Special Economic Zone on approximately 1,500 acres of land located at Bin Qasim Town, Karachi. It is set to be the gold-standard for Economic Zones in Pakistan. This is also a project under China Pakistan Economic Corridor (CPEC) programme.

Karachi is a megacity with a population of about 16 million in the peri-urban area and 11 million in the city. The government is promoting manufacturing extensively now with more favourable policies and wants to encourage Foreign Direct Investment (FDI).

For this purpose, the Economic Zone must be designed, developed, operated and maintained at a standard which offers a key selling point to regional and global investors. The contract was signed in June 2022 and the project is slated to be completed in April 2026.

The scope of services for this assignment are: Feasibility Study (Including Master Planning) and Allied Studies (to bench-mark Karachi Industrial Park with other international Industrial Parks), preparation of costings for submission to the Pakistani government, Detailed Infrastructure Design (including a Grid Station along with Transmission Lines) and Construction Supervision.

Surbana Jurong’s track record
As the first Industrial Park win by SJ in Pakistan, the assignment is also providing SJ an opportunity to set the gold-standard benchmark for Economic Zones in Pakistan, as required in the Terms of Reference. SJ’s design consultancy team intends to replicate its success in Suzhou Industrial Park.
