Surbana Jurong’s multidisciplinary team of architects, engineers, project managers, and quantity surveyors re-purposed the pit building to accommodate 700 patients including isolation rooms, medical bays, and communal recreational areas, collaborating with partners National University Health System, Health Management International Pte Ltd, IHiS, Mandarin Oriental and Singapore Tourism Board.
The new 721-bed facility at the F1 Pit Building in the Marina Bay circuit in downtown Singapore brings to 2,300 beds the total number of beds for Covid-19 patients who need close observation. SJ completed the project in two weeks.
The SJ team involved Mr Liew You San (Architectural QP), Mr Johnny Lim (M&E QP), and Mr Low Huei Siong (C&S QP). Since last year, the team has worked intensively on Covid-19 care facilities at Singapore EXPO, Changi Exhibition Centre, Kranji, and Big Box before embarking on the current CTF. Mr Liew noted that this is significant as the CTF at F1 Pit Building caters to people living in central and south Singapore.
“This was an urgent call to duty for our team and we mobilized staff who are experienced in healthcare set-ups for the CTF”, he said. “Combined with our experience in setting of community care facilities for Covid-19 patients since last year, we have been able to work with the Health Ministry, MOH Holdings, other stakeholders, and government agencies at a higher level as the technical requirements for Covid-19 care facilities become more complex.”
The design of the CTF at F1 Pit Building focuses on creating an elder-friendly environment that also caters to patients’ mental well-being, with designated areas for simple exercises and board games. More CTFs are coming online as Singapore re-opens its economy and seeks to relieve pressure on ICU beds in hospitals.

Singapore Health Minister Ong Ye Kung visited the Covid-19 Treatment Facility (CTF) at F1 Pit Building last week. In a Facebook post after his visit, Mr. Ong thanked the MOH Holdings, Surbana Jurong, NUH Systems, Integrated Health Information Systems, Mandarin Oriental, and the Singapore Tourism Board. He said it was “all hands on deck” to deliver the facility in less than a month.
