Surbana Jurong has converted the roof of existing Changi Airport’s Terminal 4 Multi-Storey Carpark to four automated forward deployment labs (FDL).

Surbana Jurong has converted the roof of the Multi-Storey Carpark of Changi Airport’s Terminal 4 into four automated forward deployment labs (FDL), dedicated to Covid-19 testing at Changi Airport, as part of the measures to ramp up Covid-19 testing capacity. This will facilitate the reopening of Singapore’s borders to international travelers and revive its air hub.

A forward deployment lab (FDL) is a mobile laboratory for administering polymerase chain reaction (PCR) tests that can be set up in the field and scaled up when required.

SJ’s multidisciplinary team, in collaboration with Changi Airport Group, the Civil Aviation Authority of Singapore, the Ministry of Defence, the Defence Science & Technology Agency, and DSO National Laboratories, worked on the design, infrastructure, and construction management to install the four automated FDLs comprising 32 test lab containers with metal roof and completed the project within four months from October 2020 to January 2021.

SJ’s multidisciplinary team comprises the following:

  • SJ architecture: C&S Consultant
  • SAA: Architect
  • Surbana Jurong: M&E Consultant

The FDLs located at Changi Airport Terminal 4 have the capacity to conduct 10,000 tests a day. As of 1 Oct 2021, the four FDLs at Changi Airport Terminal 4 have processed more than 160,000 Covid-19 samples. The FDL is currently the only field Covid-19 PCR testing lab licensed by Singapore’s Ministry of Health. Read more in The Straits Times
